A local man was sentenced today (4 Oct) to six months in jail after he made a false police report that his aunt was making a bomb and refused to cooperate with the ensuing police investigation.

Muhammad Fathurrahman Mohd Adzlan, 28, pleaded guilty to two counts, including one count of disseminating false information under the United Nations (Anti-terrorism Measures) Regulations of communicating false information to induce others to wrongly believe that a terrorist act was being carried out.

He also admitted to refusing to provide information to the police who needed to gain access to his cell phone for investigation purposes.

The court heard that Fathurrahman held a grudge against his aunt – the sister of his deceased mother – and on 28 July, he felt overcome with unhappiness after recalling memories of his aunt. Fathurrahman proceeded to file an iWitness report against his aunt with her name and mobile number, and wrote the words “making bomb” on the report.

He originally intended to use his aunt’s address as the scene of the case, but since he could not remember her address, he provided the address of the Taman Jurong Community Club.

The police visited the club to investigate and did not find any bomb-making equipment.

The young man’s actions were eventually discovered, and the authorities confiscated his mobile phone. Fathurrahman, however, refused to cooperate with the police investigation and refused to provide mobile phone passwords and identification information numerous times.

Court documents show that this is not the first time the 28-year-old has been jailed. He was imprisoned for a week in 2018 for harassment and was later sentenced to 12 months of mandatory treatment order. He breached the order and was sentenced to jail this August.

The psychiatrist noted at the time that the defendant suffered from a brief mental disorder, he was suspected of being under the influence of persecutory delusional disorder and suffered from antisocial personality disorder.

He was jailed for one week in 2018 for harassment offences and was most recently sentenced to a 12-month mandatory treatment order this year. However, he breached the order and was re-sentenced to jail time in August.

In one incident that occurred last year, Fathurrahman called the Pasir Ris Neighbourhood Police Centre and said: “All Muslims in Singapore are stupid.” He said he did so because a staff member at a mosque he had visited angered him.

Just a few weeks later, he messaged the police through the SGSecure app and referred to the Singapore Police Force with vulgarity.

An Institute of Mental Health (IMH) psychiatrist diagnosed him with a brief psychotic disorder and found “at least a partial contributory link” to one of the earlier offences. He added that Fathurrahman, who is known to have an anti-social personality disorder, could have suffered from persecutory delusions of a political nature.

The prosecution in the latest case, however, showed the court and IMH report that Fathurrahman was not suffering from any psychiatric disorder at the time of the incident involving his aunt.
