Zero plans to hire workers or labour shortage? Which is the truth?

Last month MAS chief said labour shortage is a challenge for the Singapore economy.
 Today, Wednesday Sep 14, the news says nearly 3 in 4 employers have zero plans to hire more staff in Q4.
