Malaysia misses deadline again for RTS decision

Kuala Lumpur—The Malaysian government announced that they have not made final decisions regarding the long-delayed construction of the Rapid Transit System (RTS) Link project.

They have requested for another six-month extension to review the RM4 billion (S$1.3 billion) project, making this the third request for an extension.

Both countries agreed to a 30 Sept deadline, but Malaysia requested to postpone the deadline for decision making by 31 Oct. Singapore’s Ministry of Transport agreed to waive compensations for the month-long delay.

The deadline has been missed again.

In May 2019, Malaysia agreed to reimburse Singapore an amount of S$600,000 for the suspension of the construction until Sept 30.

According to a report by The Star, Singapore already knew about Malaysia’s request for extension on Monday (28 Oct).

Malaysia’s Ministry of Transport reportedly was unable to resolve a number of issues about the construction which include the relocation of the RTS depot and which rail system will be used.

The Johor Bahru-Singapore RTS Link is planned to use a signalling system similar to Singapore’s Thomson-East Coast line Mass Rapid Transit (MRT).

However, it was observed that the MRT system could be more expensive to construct and maintain. Thus, Malaysia might be considering a “less sophisticated” system to reduce costs.

Singapore and Malaysia signed a bilateral agreement in 2018 proposing a cross-border MRT link connecting Woodlands, Singapore to Bukit Chagar, Johor Bahru.

The proposed RTS Link aims to ferry more than 10,000 passengers every hour to reduce traffic congestion in the area.

Original target date for completion of the project is by 31 Dec 2024.

Earlier this month during Malaysia’s budget hearing, Minister of Finance Lim Guan Eng said that the government “intends to proceed” with the project as a “long-term solution” to the traffic congestion at the border.

Chris Hemsworth excited to join Star Wars

Chris Hemsworth, the Australian actor who plays the God of Thunder Thor in the Marvel Cinematic Universe is interested in another popular franchise these days.

Times of India said Hemsworth was asked if he would like to be part of the popular Star Wars science-fiction franchise in which he responded, “Oh yeah, I’d love to.”

Another Avengers actor, Chris Evans who plays Captain America also showed interest to feature in the Star Wars films.

Kevin Feige, Marvel head is collaborating with Lucasfilm to develop a new Star Wars film.

It will be interesting to see both of the Avengers stars in the Star Wars universe in a year or two.

Hemsworth is starring in Marvel’s upcoming Thor film Thor: Love and Thunder which is scheduled to be screened 5 November 2021.

Born 11 August 1983 as Christopher Hemsworth, he rose to fame playing Kim Hyde in Australian TV series Home and Away.

He debuted his career in Hollywood acting in science fiction film Star Trek and thriller ‘A Perfect Getaway’.

Film credits include Snow White and the Huntsman, Red Dawn, Blackhat, In the Heart of the Sea, Ghostbusters, Men in Black film series spin-off Men In Black: International and The Cabin in the Woods. He also starred in biographical sports film Rush where he portrayed James Hunt.

Hemsworth’s most famous role is playing Thor, that’s part of the Marvel Cinematic Universe. He also recently acted in Avengers:Endgame which established him as one of the leading and highest-paid actors in the world.

Since appearing as Thor, Hemsworth’s physique gained attention from fans. His workout routine is regularly discussed in the media.

He created a paid fitness app called Centr that focuses on nutrition, wellness and exercise routines.

In 2014, Hemsworth was named ‘Sexiest Man Alive’ by People magazine.

Mahathir’s party benefited from reforms of government-linked companies: Think Tank

The party of Prime Minister Dr Mahathir Mohamad appears to be the main beneficiary in the reform of government-linked companies and this does not bode well for Pakatan Harapan.

A think tank study shows Dr Mahathir’s move to fulfill a promise by the Pakatan Harapan to reform the GLCs was carried out in such a manner that it benefited his own party.

The Think Tank, Ideas, also said this trend was identified from changes made to the ministerial reporting lines for multiple GLCs in five key ministries.

The Think Tank described the overall process as being a “major, but covert, reconfiguration of control of GLCs” under Dr Mahathir’s Harapan rule.

Among other things, the Ideas study found that control of nine major corporations under the Finance Ministry had been transferred to the Prime Minister’s Department under Mahathir’s watch, a revived Entrepreneur Development Ministry and the newly formed Economic Affairs Ministry.

The Minister of Economic Affairs Azmin Ali is a staunch supporter of Dr Mahathir, pledging against his party’s wish to get PM-to-be Anwar Ibrahim to take power soon.

After numerous rumours that Azmin intended to support Dr Mahathir against Anwar, he finally made it public this month that he wanted the PM to remain in power until the end of the political term.

Azmin is from the Justice Party or PKR whose leader is Anwar Ibrahim.

Azmin was given effective control of GLCs with a clear mandate to support the development of bumiputeras in the economy.

In essence, Ideas noted that while the Democratic Action Party’s leader Lim Guan Eng was appointed Finance Minister, he lost effective control of key government enterprises.

This includes the prized sovereign wealth fund, Khazanah Nasional and leading bumiputera-based investment fund, Permodalan Nasional Bhd.

These are both now under the tight grip of Dr Mahathir while the Ministry of Finance was left with rather poorly performing GLCs under the Minister of Finance Inc.

While Dr Mahathir’s reform of the MOF scuttled the powers it had under the Barisan Nasional (which allowed for the 1MDB scandal), those powers are now within grasp of Bersatu and its supporters among the PKR ministers.

Dr Mahathir also gave his party, the Bersatu and the Justice Party, control of corporations that were once under Umno, through the PM’s department, the Entrepreneur Development Ministry, the Rural and Regional Development Ministry and the Economic Affairs Ministry.

“GLCs within these four ministries have also been shifted between them, though it appears to serve the purpose of ensuring each minister has enormous influence over a core mode of enterprise, ie large public listed firms, statutory bodies, bumiputera GLCs and SMEs.

“These companies cover the entire spectrum of Malaysia’s corporate sector,” said Ideas. -/TISG

Mahathir confirms JB-Singapore RTS Link will resume without delay with 36% cost cut

Malaysian Prime Minister Tun Dr Mahathir Mohamed confirmed today (31) that the construction of the Rapid Transit System (RTS) Link between Johor Bahru and Singapore will resume without further delay and that the project will be built with a 36 per cent cost cut.

He said: “The cost of the project has been reduced by 36 per cent from RM4.93 billion to RM3.16 billion.”

The RTS Link project was initiated to reduce the intense cross-border congestion on the Johor Causeway and link Singapore to the Malaysia’s Southern Economic Corridor Iskandar Malaysia. The deal was originally drawn up between the Singapore Government and the the Barisan Nasional administration, which was toppled in the 2018 Malaysian General Election.

Earlier this month, Dr Mahathir confirmed that Putrajaya will proceed with the RTS Link as the Government launched the National Transport Policy in Kuala Lumpur on 17 Oct. Malaysia’s Finance Minister Lim Guan Eng also said the Government “intends to proceed” with the project as he tabled Budget 2020.

WP Community Fund set to assist rental block resident whose flat was destroyed in PMD-related fire

Workers’ Party (WP) member Gerald Giam has revealed that the WP Community Fund will be activated to assist a rental block resident whose Fengshan flat was totally destroyed in a horrific fire involving a Personal Mobility Device (PMD).

While the WP is not elected in the Fengshan ward, Mr Giam and other WP members regularly walk the ground to keep in touch with residents. The opposition party is expected to contest the ward in the upcoming General Election.

Sharing photos from his visit to the rental flat, Mr Giam revealed on Facebook today (31 Oct) that the resident’s son barely escaped the fire with his life. While no one was injured, the family’s household belongings were destroyed in the fire.

While HDB has re-assigned the family to another unit, the WP has assessed her needs for furniture and household appliances and will activate the WP Community Fund and partner with other charities to provide the family with household essentials. Mr Giam wrote:

“Visited one of our rental block residents in Fengshan whose flat was completely burnt in a horrific PMD-related fire over the weekend. Her teenage son barely escaped with his life — freed from the flat by heroic neighbours and the SCDF. Thankfully no one was badly injured, but their household belongings were completely destroyed.
“Fortunately HDB was able to re-assign her a nearby unit to move into. We assessed her needs for furniture and household appliances and will be working with The WP Community Fund and other charities to assist them with these essential items.”

The WP Community Fund, a registered charity, seeks to initiate and implement appropriate programmes that address or relieve financial hardship for the needy. The charity, which aims to promote the welfare and well-being of Singaporeans and Singapore residents, focuses on poverty relief and the advancement of education, mental and physical health, community development and sports participation.

Since it was founded in 2014, the WP Community Fund has provided financial aid or food vouchers to needy families, distributed food in collaboration with Voluntary Welfare Organisations (VWOs), promoted wellbeing through hosting of health talks, caregiver training and home visits. It is working to further assist needy Singaporeans.

North Korea fires unidentified projectiles: South’s military

North Korea fired two projectiles on Thursday, the South’s military said, with nuclear talks between Pyongyang and Washington at a deadlock.

The weapons were launched from South Pyongan province in an easterly direction over the sea, Seoul’s Joint Chiefs of Staff said in a statement, without specifying the type of device involved.

“We are maintaining readiness and monitoring in case of additional launches,” they added.

It is the latest in a series of launches by the North but the first since October 2, when it fired a sea-launched missile in a provocative move — a submarine-based missile capability would change the military balance.

The North then walked away from working-level nuclear talks with the US in Sweden, saying it was disappointed at the lack of “new and creative” solutions offered by Washington.

Pyongyang is under multiple sets of international sanctions over its banned nuclear weapon and ballistic missile programmes, which it says it needs to defend against a possible US invasion.

It is demanding the easing of the measures and has repeatedly urged Washington to come forward with a new offer by the end of this year.

On Sunday, the North’s state media carried a statement from Kim Yong Chol — previously the North’s counterpart to US Secretary of State Mike Pompeo — accusing Washington of seeking to “isolate and stifle the DPRK in a more crafty and vicious way than before”.

He lauded the “close personal relations” between leader Kim Jong Un and US President Donald Trump, but warned: “There is a limit to everything.”

– ‘Inexplicable’ -Talks between Pyongyang and Washington have stalled since the two men’s Hanoi summit broke down without an agreement in February.

The meeting had been intended to build on their high-profile first summit in Singapore last year, when Kim signed a vague pledge to work towards “denuclearisation of the Korean peninsula”.

The latest launch displayed Pyongyang’s frustration over the lack of progress in nuclear talks, analysts say.

“The launch is a display of its warning to both Seoul and Washington that it can carry out more military activities unless the US comes up with a ‘new method’,” said Lim Eul-chul, professor of North Korean studies at Kyungnam University.

Thursday’s launch came despite Kim sending a message of condolences to the South’s President Moon Jae-in on Wednesday for the death of his mother, who was born in the North.

“From our perspective, the North’s behaviour is not rational that it does something like this during the mourning period,” Lim said.

“But the launch today shows that the true nature of North Korea is inexplicable in our value system.”

Contacts between the North and South have stalled since Hanoi and Pyongyang has repeatedly excoriated Seoul for joint military drills with Washington and not following through on inter-Korean agreements signed last year.

Kim last week inspected the Mount Kumgang complex which once hosted Southern tourists visiting the North — a symbol of inter-Korean cooperation — and ordered the demolition of Southern-built facilities.

Pyongyang this week refused Seoul’s request for face-to-face meetings to discuss the issue.

Fire engulfs World Heritage castle in Japan’s Okinawa

A major fire devastated a historic Japanese castle on the southern island of Okinawa on Thursday morning, destroying large parts of the World Heritage site’s complex, local authorities said.

The Shuri castle is a key part of a complex dating back to the Ryukyu Kingdom, and is believed to have been in use from around the 1400s. Most of the current structures are reconstructions based on original plans and photos of the old castle.

The fire was brought under control by early afternoon, a local fire department spokesman told AFP, adding that the blaze had consumed more than 4,800 square metres (51,667 square feet) of the castle complex.

“All the (three) main buildings have burnt down, with nothing left behind,” Daisuke Furugen, another official with the Naha fire department, told AFP.

On the scene, a local fire spokesman said the blaze had proved extremely difficult to control.

“The radiant heat was very strong. Firefighters had serious difficulty approaching it,” he said in comments shown on national broadcaster NHK.

It was not yet clear what caused the blaze, which was reported to authorities around 2:40 am. There were no reports of injuries.

The fire started in the elaborate main building of the complex, a grand red structure with traditional tiling on the roof, and spread quickly to nearby buildings.

Television footage showed large orange flames engulfing the castle before sunrise, with daylight revealing the extensive damage done to the site. In some cases little more than charred and smoking wood was left behind.

‘Symbol of Okinawa’
“I am extremely saddened by this. I am utterly in shock,” Naha Mayor Mikiko Shiroma told reporters.

“We have lost our symbol.”

“Naha city will make our greatest possible efforts to do everything in our power” to deal with the fire and its aftermath, she pledged earlier, during an emergency meeting on the fire.

The national government pledged it would make “all efforts” to rebuild the site.

“It’s sad. It’s hard to put the feeling into words,” a local resident told NHK.

“I feel hollowed out… It’s been a symbol of Okinawa.”

Officials’ preparations related to an ongoing festival at the site had been ongoing until 1:00 am, hours before the blaze erupted. But it was not clear whether there was a link to the fire.

The complex was largely destroyed during World War II, when the headquarters of the Japanese army was dug underneath the monument.

But it was extensively restored, with the work on the main hall based on scale drawings and photographs taken before the destruction, as well as extensive archaeological excavation.

‘A great monument’
The complex reopened as a national park in 1992.

Thanks to the faithful nature of the reconstruction, the site along with the remaining ruins was registered along with other Ryukyu sites in the region as a World Heritage Site in 2000.

“Five hundred years of Ryukyuan history (12th-17th century) are represented by this group of sites and monuments,” the entry on the UNESCO website explains.

“The ruins of the castles, on imposing elevated sites, are evidence for the social structure over much of that period, while the sacred sites provide mute testimony to the rare survival of an ancient form of religion into the modern age.”

The reconstructed main hall of the Shuri castle in particular is praised as “a great monument symbolising the pride of the Ryukyu people”.

The facility’s Shurei-mon Gate, with its striking red-tiled roof, was featured on a special banknote issued in 2000 when the G8 summit was hosted in Okinawa.

And the Olympic torch relay for next year’s Tokyo Summer Games was due to pass by the site as it travels around the country in 2020.

Japan is dotted with historic castle complexes, most of which are careful reconstructions of original buildings.

Several have suffered damage from natural disasters in recent decades, including Kumamoto Castle in southern Japan, which was badly affected by a series of devastating earthquakes.

Hong Kong plunges into recession as protests, trade war take toll

Hong Kong on Thursday confirmed it had plunged into its first recession since the global financial crisis as months of seething pro-democracy protests and the US-China trade war exact a heavy toll on the financial hub.

The semi-autonomous Chinese city has been upended by nearly five months of huge, often violent, pro-democracy demonstrations with little end in sight as Beijing and city leaders adopt a hardline approach.

Clashes between protesters hurling bricks and petrol bombs at police wielding tear gas and rubber bullets have become a weekly occurrence, hammering the city’s once-solid reputation for stability and safety.

The unrest has hit the city’s tourist and entertainment industries hard, compounding economic woes that were already being caused by the global trade war.

Figures released by the government on Thursday showed gross domestic product shrank 3.2 percent in the third quarter compared with the previous period, when it saw a 0.4 percent drop.

That means the city is experiencing a technical recession, with two back-to-back periods of contraction.

It is the first time the city has witnessed a recession since early 2009 at the height of the financial crisis.

Year-on-year GDP also shrank 2.9 percent, its sharpest drop in a decade.

Hong Kong’s economy was already facing strong headwinds at the start of 2019 as it was hit by the US-China trade war, battering a city that is hugely reliant on the world’s two largest economies.

In the first quarter the city was growing at a lacklustre 0.6 percent.

But the protests that erupted in June only made matters worse.

Plunge in mainland tourists
Last week Financial Secretary Paul Chan warned it was “very likely” the city would end the year in a full-blown recession.

Overseas visitors have fallen by as much as 40 percent, especially from mainland China which accounts for 80 percent of the city’s tourists.

Retail figures in August fell 23 percent on-year, their worst decline on record. September’s retails figures will be released Friday and are expected to show an even steeper 30 percent drop according to Bloomberg News.

Earlier this week chief executive Carrie Lam, who has record low approval ratings, said tourist arrivals at the beginning of October fell by as much as 50 percent.

The period — known as Golden Week — is usually a boom time for mainland Chinese travellers as it coincides with a lengthy national holiday.

Hong Kong’s monetary authority cut its benchmark interest rate on Thursday, after the Federal Reserve’s latest reduction, a move it has to do given the city’s currency is pegged to the US dollar.

HSBC followed suit by lowering its prime lending rate for the first time in 11 years, illustrating the shockwaves coursing through the city’s economy.

“We hope that it will bring some relief to our customers and maybe a little bit of sunshine to the gloomy economic outlook,” HSBC’s Asia-Pacific advisor George Leung told reporters.

Officials have taken some comfort from the fact that neither the trade war nor the political unrest appears to have caused any major capital flight while the dollar rate, deposit level and exchange rates have remained largely stable.

Lam and Beijing have shown little appetite to meet protester demands, or to find a political solution, choosing instead to wait out a movement that has remained stubbornly resilient and appears to maintain significant public support despite the economic hardship.

“Even after an eventual calm is restored, it will likely take a long time for tourism-related sectors to recover,” Tommy Wu, a senior economist with Oxford Economics, told Bloomberg News.

Angelina Jolie and her children looked happy as they arrived in Spain where the actress started filming for Marvel’s Eternals.

She was seen shopping after arriving on the island of Fuerteventura, dropping by local grocery and discount stores with her kids while juggling work/life balance.

It looks like she is stocking up for a long stay as she works on the latest instalment of the Marvel Cinematic Universe (MCU).

44-year-old Angelina Jolie was all smiles as she goes out in several white outfits throughout the week, bringing Zahara, 14 and twins Knox and Vivienne,11 to a discount store for bargains.

Earlier, Angelina Jolie donned a slinky cami-dress while picking up supplies with Vivienne as they manoeuvred a trolley down aisles.

The actress completed promotional duties for Maleficent: Mistress Of Evil and started work in the role of superhero Thena in the MCU film that continues from Avengers.

The Eternals’ is due for release in November 2020 as production is underway in the Dunes of Corralejo. Tents and trailers are set up for filming.

Angelina Jolie has been seen travelling around the world with her children who she shares with former husband, Brad Pitt.

In 2016, the former Hollywood power couple split up and Angelina shared that her children were very supportive of her when she felt she ‘lost herself’ during the split.

‘The last few years have not been the easiest. I have had my ups and downs. I haven’t felt very strong,’ she told The Sun as reported by Metro UK.

‘We’ve all been a bit in lockdown. ‘We all have our difficult times. I didn’t work, the kids needed me at home… my strength is from my children.’

She added: ‘Anyone who is a parent knows there is a strength within you that grows when you just have to survive anything to be strong enough for them and you have to pull them through anything.’

Angeline was spotted wearing a blond wig on set as production on The Eternals began last month in England.

Based on a group of super-powered near-immortal beings created by a series of genetic experiments on early humans by a bunch of cosmic gods known as the Celestials, The Eternals feature Angelina as Thena, including Richard Madden and Salma Hayek.

‘I’m so excited to be here! I think what it means to be a part of the MCU, what it means to be an Eternal, what it means to be in this family,’ said Angelina as she plays the first superhero film of her career.

Richard, of The Bodyguard fame will play Ikaris, Kumail Nanjianias Kingo, Brian Tyree Henry as Phastos and Don Lee as Gilgamesh, the Forgotten One.

The leading ladies of the films are Angelina Salma, Lauren Ridloff and Lia McHugh as Thena, Ajak, Makkari, Sprite respectively.

Sersi will be played by Gemma Chan, making her the first actor to play two different characters in the same universe; she also starred as Minn-Erva in Captain Marvel.

1MDB board unaware US$1b split payment meant for JV company

Former 1MDB CEO Shahrol Azral Ibrahim Halmis conceded during cross-examination the 1MDB board was not informed about a decision to split a US$1 billion by 1MDB meant for the 1MDB-Petrosaudi joint-venture company (JVC) into US$300 million and US$700 million.

The board had authorised one lump sum to be paid only to the JV company and in return receive one billion shares.

When asked by ex-PM Najib Razak’s lead counsel Shafee Abdullah who decided to split it contrary to the board’s decision, Shahrol said he agreed to the split on the assumption it was ok and given the fact that alleged Jho (Low) was in close contact with Najib.

“During the (Sept) 26 (1MDB) board meeting, at that time, my frame of mind was, this is something that needs to be done and everything is in order,” he said.

Shahrol told the court the then 1MDB chief financial officer Casey Tang advised him this was alright and “we will inform the board afterwards of the circumstances.

The High Court was also told the bigger portion, the US$700 million actually went to Good Star Ltd, a company owned by Jho Low.

The ex-CEO however,  said the BOD’s consent was not obtained before the split due to time constraints and the ‘need to get things done’.

The whole episode about the split of the US$1 billion came after Casey brought a document signed by PSI co-founder and CEO, Tarek Obaid to amend some clauses in the JV agreement.

Shahrol said some amendments include changing the JV bank account from Banca Della Svizerra Italiana (BSI) Bank to JP Morgan and the US$700 million will be payable to PSI.

“It was just a matter of how the payment was made to the JV company. Casey convinced me and in good faith, I accepted that it was not reckless, the decision was made based on what I knew and believed at that time,“ he said when pressed by the defence team on why the split was done.
