China warns it won’t tolerate dissent in Hong Kong

China warned Friday it would not tolerate any challenge to Hong Kong’s governing system, as it laid out plans to boost patriotism in the city and change how its leader is chosen or removed after months of pro-democracy protests.

Beijing also said it would brook no foreign interference in Hong Kong affairs as it discussed the unrest in the semi-autonomous city at a major, four-day meeting of the Communist Party chaired by President Xi Jinping, according to a senior party cadre.

The central government in Beijing has so far voiced its confidence in Hong Kong chief executive Carrie Lam and the city police to put a lid on the increasingly violent protests.

But all eyes have been on whether the party leadership will assert more control over the situation if the demonstrations spin out of control.

The former British colony has been rocked by months of protests with citizens lampooning the city’s pro-Beijing leaders and erosion of basic rights.

Shen Chunyao, director of the Hong Kong, Macau and Basic Law Commission, said party leaders at the meeting in Beijing agreed to “further improve the central government’s system of governance over the region” and maintain its “long-term prosperity and stability.”

China, he added, would “never tolerate any act” that aims to split the country or endanger national security.

Elements of the People’s Armed Police were deployed over the summer in Shenzhen, the city bordering Hong Kong, fuelling speculation that Beijing might be prepared to intervene if necessary.

The paramilitary group was seen conducting drills with assault rifles fitted with bayonets at a sports stadium in Shenzhen on Thursday.

‘Lip service’
Hong Kong’s chief executive is not directly elected, a source of major friction and a headache for the leaders themselves because they have no popular mandate.

Currently the city’s leader is chosen by a 1,200-strong committee that is stacked with Beijing loyalists.

Lam, who now boasts record low approval ratings, became leader in 2017 after securing 777 votes from that committee.

Shen said the party leaders discussed ways “to improve the mechanism of appointing and removing the chief executive and key officials of the Special Administrative Region by the central government.”

The legal system of the city will also be improved to “safeguard national security,” he said, without providing more details.

Veteran pro-democracy lawmaker Claudia Mo said Beijing’s comments about improving the way the city’s leader is chosen is mere “lip service”.

“Hong Kong people have been let down all too often on that issue so I think we can just ignore that ‘improvement’,” she told AFP.

“We’re asking for one man, one vote, minus Beijing’s interference.”

Political analyst Willy Lam said the comments indicated Beijing was determined to exert “tighter control” over Hong Kong in the future.

“It’s to make sure the next chief executive carries out Beijing’s orders more effectively that Carrie Lam has done,” he told AFP.

“It has nothing to do with democracy.”

Beijing Wednesday expressed “approval and support” for the disqualification of Hong Kong democracy activist Joshua Wong from upcoming local elections.

Wong, one of the most prominent figures in the otherwise leaderless pro-democracy movement, accused the Hong Kong government of “political screening” after an election officer ruled his nomination for the November poll invalid.

Strengthening ‘Patriotism’
Lecturer Leung Kai-chi, of the Chinese University of Hong Kong, said changes or improvements would not help unless coupled with an increase in public trust.

“Isn’t the current disaster in Hong Kong the best proof?” Leung said.

“It will be self-deceiving if the improvements do not address the recognition issue but merely reiterate the qualifications of the one chosen by the authorities.”

The party elite decided this week to step up patriotic education as a way to curb youth-led protests.

Hong Kong officials and teenagers should learn about the constitution, Shen said.

The party also wants to “strengthen the national consciousness and patriotism of Hong Kong and Macau compatriots through the education of history and Chinese culture,” he said.

Beijing had previously tried to beef up patriotic education in 2012, resulting in a huge backlash from Hong Kong students.

“Hong Kongers will not take this issue lying down,” said Mo, referring to new moves to add Communist Party propaganda to the curriculum.

Quartararo dominates Malaysia practice with lap record

Fabio Quartararo clocked the fastest practice time and set a new lap record at Sepang Friday ahead of the Malaysian MotoGP, a boost for the French rookie after he crashed out in Australia.

The 20-year-old Petronas Yamaha rider, whose race at Phillip Island last week ended at turn two when he collided with Danilo Petrucci, powered to a quickest lap of 1min 58.576sec in the afternoon session.

It was the second time he had broken the lap record — previously held by Dani Pedrosa — in the space of a day, after smashing it in the morning session.

Petronas Yamaha teammate Franco Morbidelli of Italy was second fastest, 0.534 behind the Frenchman.

Ducati’s Andrea Dovizioso, this year’s runner-up in the world standings and the winner at Sepang in 2016 and 17, was third fastest, 0.630 off the pace.

Quartararo said he was “really happy” to set a new lap record at the challenging Sepang circuit but cautioned there was still a long weekend of racing ahead.

“It’s only Friday,” he told reporters. “For sure in the qualifying, if it is good weather, we will need to beat it again to make the front row.”

The result will nevertheless lift the confidence of the up-and-coming rider, who finished second to already-crowned world champion Marc Marquez in Japan last month, after a double disaster in Australia.

As well as the collision in the main race, he had a dramatic smash in the first practice session which saw him thrown over his handlebars, although he escaped serious injury.

“Phillip Island was really tough, honestly the weekend did not go like we expected, two crashes. Of course we arrived here with not a lot of confidence,” he said.

Marquez, aiming for his second consecutive victory in Malaysia on Sunday and his 12th of the season, only managed to clock the sixth fastest lap Friday.

The Spaniard could cap a stellar season in Malaysia, the year’s penultimate race, by sealing the team championship for Repsol Honda, to add to the riders’ and constructors’ accolades.

He also needs to score just nine points in Malaysia — a seventh-placed finish or above — to top three-time world champion Jorge Lorenzo’s highest ever tally of 383 in a season.

The late Kim Joo Hyuk is remembered on the 2nd anniversary of his passing

It has been two years since the passing of the late Kim Joo Hyuk so his friends and former co-workers are paying tribute to his memory.

On Oct 30, 2017, Kim Joo Hyuk passed away in a fatal car accident. The South Korean actor debuted in 1998, gaining popularity with an appearance in several dramas and films across multiple genres.

Kim received a lot of attention during his appearance on the variety show “2 Days & 1 Night.”

Chun Woo Hee paid a visit to Kim Joo Hyuk’s grave on Oct 30, 2019 and wrote on Instagram, “It’s been a long time [since we last met], sunbaenim.” Chun Woo Hee was in the same agency as Kim Joo Hyuk (Namoo Actors) and also co-starred with him in the tvN drama “Argon.”

Singapore—“Handsome Stewardess” the latest in director Zero Chou’s Six Cities Rainbow Project, is set in Singapore and features not only a love story between two women —a karate champion and a flight attendant—but also the daily struggles in the life of a stewardess.

Ms Chou is an openly lesbian multi-awarded Taiwanese screenwriter and director. “Handsome Stewardess” is the third in a six-film series called the Six Asian Cities Rainbow Project, which the director started in 2017, whose goal is to tell women’s stories from different Chinese-speaking cities around the world.

The first in the series was “We are Gamily,” set in Chengdu, followed by “The Substitute,” set in Beijing.

“Handsome Stewardess” follows the story of Holly, played by Lilu Wang, who was working as a bartender in Taiwan when she met and fell in love with a Singaporean karate champion named Meng Lian, played by award-winning actress Peijia Huang.

In order to pursue her romance with the Singaporean woman, Lilu quits her job to work as a flight attendant, in a man’s uniform.

Along with the romance, Ms Chou decided to feature some of Singapore’s iconic landmarks, including Maxwell Food Centre and the Marina Bay Sands Hotel, as well as, Changi Airport, naturally.

But the show also features Lilu’s day to day struggles at work, as well as the challenges she faces in fitting in.

Regarding her decision to set the story in Singapore, Ms Chou remarked, “Singapore is the biggest transportation hub in Asia and that its airport is world-wide famous due to its cutting-edge infrastructure and, at the same time, the city is a symbol of extreme competitiveness. Therefore, it seemed like the perfect setting for the story of a flight attendant struggling to fit in at the workplace.”

Regarding a flight attendant’s job, Ms Chou had this to say: “It is many people’s dream job. You can fly anywhere in the world, there is a sense of freedom. But there are many restrictions at the same time. You have to please the passengers no matter what and you are forced to dress in a very sexist and unproductive way.

I wanted to present these conflicts, but still in a comedic way.”

“Handsome Stewardess” is the second series with a setting both in Singapore and Taiwan. August saw the broadcast of “All Is Well,” a Mediacorp production.

Ms Chou’s latest offering can be seen every Friday on GagaOOLala, a Taiwanese streaming platform.

Ms Peijia, who won best actress in 2018’s Golden Bell Awards, said that she talked to the Malaysian members of the crew, as well as watched numerous local dramas, in order to get the Singaporean accent correct.

Ms Wang is probably best known as a singer with the Taiwanese girl group Hey Girl, and has said that she took the role since she wanted to try something different from the other characters she has played.

The director gave the character of Holly the same birthday as Ms Huang, and said, “Indeed, this character is designed precisely for her.”/ TISG

Elderly lady who lives alone sees volunteers who deliver free cooked food for her as her “grandchildren”

The selfless work of a group of hawkers, their family members and volunteers has impacted the life of a lonely senior citizen so much that she now considers all of them her own “grandchildren”.

Mummy Yummy, a vegan hawker, has been offering affordable meals for low-income workers and free cooked food for the underprivileged for some years now. The hawker even delivers the free meals straight to the doorsteps of those who need home-cooked meals the most.

The group of four women who started Mummy Yummy have been providing door to door food distribution to rental flats in Singapore since 2013. Since December 2017, they have been distributing free food to at least 142 rental blocks in the whole of Singapore, with the help of their family members and a group of dedicated volunteers.

One of the people Mummy Yummy serves is Grandma Sim – a lonely senior citizen who lives alone. Grandma Sim, who is prone to suffering falls, recently had another fall in the toilet in one of the hospitals where she had been receiving treatment. While the fall did not cause her new injuries, the incident left Grandma Sim bitter about her circumstances.

Mummy Yummy revealed on Facebook this Tuesday (29 Oct) that Grandma Sim was “cursing and swearing in her flat complaining of back pain” when they went to check up on her but a young Mummy Yummy volunteer managed to calm the elderly lady down with her thoughtful words:

“Our young volunteer managed to calm her down and explained to her that accidents do happen, ah Ma don’t like that, don’t scold bad words ok. Next on, we quickly arranged for her to see our regular TCM in the evening and after the treatment, we are relieved that her pain has lessen and able to go to sleep.”

Mummy Yummy’s care towards Grandma Sim touched her so much that she now considers all of them to be her grandchildren and reports her daily movements to the group.

Mummy Yummy meets Grandma Sim every day. Volunteers bring Grandma Sim to her wound dressing appointments on Mondays, Wednesdays and Fridays and take her for Traditional Chinese Medicine (TCM) massages on Tuesday evenings. On Thursdays, Mummy Yummy’s young volunteers “go to her house and listen to her “grandma stories”.”

Explaining why it is important for them to extend such a level of care to the needy residents they serve, Mummy Yummy wrote:

“This is one good example why we must always emphasis on “Human Touch”. Nobody is going to open up to you if you are not going to open up to them in the first place. Older folks have plenty of experiences in judging people, they feel from how you treat them, talk to them and respect them in a very sensitive way.

“Sometimes they can get unreasonable, sometimes they can be childish but mind you, they are not fools. There are instances old people purposely tests your patience and see if you are able to handle them. Once you “passed” their test, they will regard you as one of his/her kin. It’s as simple as that.

“Volunteering works, everyone can do. Doing it with passion, it will take a lot of determination and hard work. How to build up the passion on this? There’s no shortcuts, you have to physically get involved ON THE GROUND meeting and handling every different cases. See and feel for yourself the importance of your work on them and how it’s helping them to get better on their needs.

“After you have built up your own confidence and put them above you, then your path to volunteering has just started. Hope by sharing this, we can inspire more like minded people to have an idea of what is volunteering all about. It’s not so simple as what it seems to the public perception but definitely not impossible to be a qualified volunteer. All it takes come from your heart. Listen to it and it shall give you guidance for compassion and kindness.”

Malaysia and Vietnam must push for COC completion in South China Sea

Malaysia has opened up in the South China Sea (SCS) conflict, showing growing interest in the defence of its territorial integrity which is taken for granted by China.

On Oct 17, Malaysian Foreign Minister Saifuddin Abdullah says Kuala Lumpur’s ability to prevent other countries encroaching on its waters is lacking, and military upgrades are needed.

He says Malaysia has to prepare for possible conflicts in the disputed seas.

Analysts have said Malaysia should not allow China a free hand in the SCS, particularly in the disputed waters and shoals that Malaysia believes is part of its territory.

They are also saying Malaysia has no choice but to beef up its military capability in the seas, to tackle Beijing’s show of ‘ownership’ on Luconia shoals.

Besides Malaysia, Vietnam has also been raising concerns about its territorial integrity —which is under attack from Beijing’s vessels.

Vietnam’s views and efforts to resolve the SCS issue is recognised and well appreciated by other countries, especially in the full and effective implementation of the Declaration of Conduct (DOC) and towards building a result-oriented, effective Code of Conduct (COC) in accordance with international law.

Based on the Permanent Court of Arbitration ruling, China’s attempt to use military might to overturn the legal rights given to the other countries threatens international peace and security. The PCA ruling under the United Nations Law of the Sea Convention is a clear and binding ruling on China’s claims vis-à-vis the Philippines in the SCS. China’s dismissed the ruling as “nothing more than a piece of waste paper”. However, it is imperative that all the other signatory countries defend the UNCLOS from predatory behaviour of any country.

To enforce the PCA ruling in the SCS, Vietnam wants a resolution of the dispute with a pact with teeth, not with more politics after years of dependence on a toothless diplomatic pact that has failed to reduce tensions, called the DOC.

For that matter, Vietnam wants the COC to bind all contracting states in full with no reservation. It also wants signatory states to ratify the code under their respective internal procedures.

ASEAN AND COC

With both Malaysia and Vietnam finding a solution to their territorial integrity in the SCS and a way to end China’s bullying tactics over their territories and resources, it is perhaps time for both countries to push the ASEAN over a conclusion of the COC.

Both Putrajaya and Hanoi should push for the ASEAN to call for the completion of negotiations on the COC to give the association and its member countries an effective and intrinsic tool that will provide a check and balance in the SCS.

The ASEAN-China joint working group on implementing the DOC met in May. They were to look into the situation on the SCS, review the implementation of the DOC and continue negotiations on the COC.

According to Philippines Foreign Affairs Secretary Teodoro Locsin Jr, the first draft of COC has been completed. The Filipino top diplomat at a speaking engagement in the Asia Society Policy Institute on 26th September said that China has “softened its insistence on controversial provisions” excluding external military presence in the strategic waters.

Earlier reports, citing a draft document between China and ASEAN member-states, said Beijing proposed the creation of a notification mechanism on military activities whenever necessary.

Although the reported text did not specifically mention “Western” military, the said provision sought the exclusion of countries outside the region “unless the parties concerned are notified beforehand and express no objection.”

The COC is intended mostly as a managing tool for the disputes which says ‘we agree that we have a dispute but we all agree not to use force.”

But while some countries wants a stronger wording in the COC to bring China to stop ‘conquering’ more areas and assimilating its forced ‘ownership’ in the disputed seas, others do not want the COC to supplant the United Nations Convention on the Law of the Sea (UNCLOS) dispute settlement mechanism.

International condemnation

While China is carrying out its bullying in the seas, there has been an international outcry on the methods used by China. Beijing, international analysts and governments say, cannot do as if the SCS is its territory.

They raised several violations made by the Chinese to the UNCLOS and the basic fact that the country is ignoring all international norms, twisting facts and imposing itself in the seas.

An EU spokesperson says, “Unilateral actions during the past weeks in the SCS have resulted in mounting tensions and a deterioration of the maritime security environment which represents a serious threat to the peaceful economic development of the region.

The International Association of Democratic Lawyers (IADL) says the recent provocative escalations of tensions in the SCS negatively affect the maritime security and safety in the region.

The US, India, the UK, Germany, France, Australia, among others have expressed concerns over China`s bullying tactics.

Australian Prime Minister Scott Morrison during his visit to Hanoi on August 22-24 showed concern about land reclamation and militarization of disputed territories in the SCS.

Conclusion

As a result of the international outcry and the fact that Malaysia is now gearing for action against violations of its territorial integrity in the seas, it is time for both Kuala Lumpur and Hanoi to work for a unified ASEAN voice on the crucial issue.

Both capitals should calling for ASEAN to maintain consensus and solidarity ahead of China’s divisive conspiracy.

The statement of the Chairman of the 34th ASEAN Summit in June 2019 reflects ASEAN’s concern and role in the SCS issue.

In particular, affirming the principles of ASEAN’s central role.

However, it is time for countries like Vietnam and Malaysia to work to ensure ASEAN solidarity on the thorny SCS issue.

The 31 October – 4 November Summit in Thailand is the right platform for such a push and to debate on the COC.

The Independent Singapore wrote the following: “Given that there are limited pathways for de-escalation, a code of conduct is certainly the best option going forward while (ASEAN) is concurrently pursuing new economic frontiers with Japan, Australia, India and the United States of America.”

Perhaps a COC is the way to go but the question remains whether China will sign such a document when it is presented in its final form. -/TISG

“No one likes you, even your teachers don’t like you” – Helper allegedly shouts at young boy and creates a scene at bus stop

A domestic helper’s treatment of a young boy at a public bus stop has caused concern to an eyewitness, who is seeking to reach the boy’s parents to inform them about the situation. According to the witness, the helper was loudly berating the boy and threatened to leave him behind, despite her attempt to intervene and help.

Revealing that the incident took place around 6.30pm yesterday (30 Oct) at the bus stop outside Greenwich mall, Facebook user Prija Emmanuel said: “Helper was furious at this 6 yr old boy because he wasnt listening to her. Could tell that he was not easy to manage but how the helper responded was appalling.

“She shouted over and over again, ‘I will go home and leave you all alone’, ‘I am the only one stay your house so long, all the aunties left your house’, ‘no one likes you, even your teachers don’t like you’, ‘I make sure daddy go home and cane you’ The boy started crying and begged her not to leave him alone.

“The helper then stood very far away from the boy and kept shouting at him these same things. The boy kept begging her.”

Unable to withstand the way the helper was treating the child, Prija approached the pair and told the helper that her behaviour was unacceptable. When Prija said that she would try to reach out to the boy’s parent, the helper was silent for some time before continuing to berate the boy.

Prija wrote: “I walked over after cannot tahan her loud shouting at the boy and these abandonment statements and told her to stop shouting and speak to her employer if she is having a tough time. Told her that I would try and reach out to her employer and that what she is doing is not acceptable.

“She was quiet for awhile and then started shouting loudly at the boy again. She then called someone and spoke in Indonesian loudly complaining over the phone. US Justice close to recovering US$1b from accused 1MDB mastermind

The US Justice Department said it is close to recovering US$1 billion from Jho Low, the fugitive alleged mastermind in the 1MDB global scandal.

The Wall Street Journals said yesterday, the DOJ is closer to a civil-forfeiture settlement with Jho Low in the multi-billion dollar fraud.

The parties are expected to finalise the settlement in a federal court in California in the coming days, said The Journal.

It would likely result in Mr Low forfeiting nearly $1 billion in assets but Jho Low will be free from an admission of guilt or wrongdoing but it will also not resolve a criminal case against him filed in Oct last year and pursued by federal prosecutors in New York.

Jho Low faces charges in the US and Malaysia over his alleged central role in the scandal that rocked Malaysia and contributed to the downfall of ex-PM Najib Razak, the founder of 1MDB.

He remains a fugitive in both the US and Malaysia, hiding in China where he is believed to be according to various media reports and the Malaysian police.

The Journals said Jho Low may also be under Chinese protection elsewhere in the world.

The forfeiture suits aim to get back properties such as van Gogh and Monet paintings and luxury real estate in New York and Los Angeles.

Prosecutors alleged the assets were obtained illegally through stolen funds embezzled from 1MDB.

A close associate of former Malaysian Prime Minister Datuk Seri Najib Razak in court in Malaysia during the 1MDB trial described Mr Najib and his wife’s relationships with the fugitive banker at the heart of the scandal, Low Taek Jho, was intimate.

He recounted that Mr Low first became intimate with the Najibs due to his friendship with Shahriz Abdul Aziz, Madam Rosmah’s son (Mr Najib’s stepson).

Shahriz or Riza Aziz, is a Malaysian film producer and the co-founder of Red Granite Pictures, a Los Angeles-based film production company.

In May, the US government returned RM233.7 million of 1MDB funds given to Red Granite to Malaysia.

It represents the first instalment of funds recovered from asset seizures related to 1MDB under the DoJ Kleptocracy Asset Recovery Initiative. -/TISG

10,000 low-income families to get more support for their kids in PCF Sparkletots pre-schools

Singapore—Through 2022, the amount of S$2 million will be be added to the PAP Community Foundation (PCF) Headstart Fund each year for the purpose of providing  additional support for low-income families who have Singaporean children enrolled in PCF Sparkletots. This will cover more than 40,000 youngsters in around 360 pre-schools.

This will be beneficial to around 10,000 families every year, according to a statement released by PCF on October 30, Wednesday.

The PCF, founded in 1986, is the charitable arm of ruling People’s Action Party that operates Sparkletots pre-schools. It is the largest pre-school operator in the country and is currently undergoing a revamp in its curriculum in order to include more units involving scientific concepts including technology, engineering, mathematics, and innovation, as well as others that involve entrepreneurship.

Over the last decade and a half, PCF has disbursed funds amounting to S$3 million. This translates to help extended to 6,600 families, as they’ve received support in addition to government pre-school subsidies.

The PCF said in its statement that from January of next year the eligibility criteria for support will also be expanded, with the ceiling for household income increasing from S$2,500 to S$4,500.

And from 2020 onwards as well, families with younger children from Infant Care to Nursery 1 levels will also be covered by the fund as well.

Twice the financial support will be given for families who have children with special needs such as Down syndrome, autism, or visual or hearing impairments. At present, these families are receiving amounts of S$100 monthly.

Manpower Minister Josephine Teo who was present at a recent PCF Sparkletots event at Goodman Arts Centre, said, “PCF’s mission has always been to give every child a good start in life through quality and affordable pre-school education.

Earlier this month, Prime Minister Lee Hsien Loong announced that in the next four years, the largest preschool operator in the county will turn 80 kindergartens into facilities that provide childcare on a full-day basis.

The Prime Minister made these remarks at the yearly PAP Community Foundation (PCF) family day event at the Victoria Theatre on October 6.

PM Lee said that this is part of the plan of the government to add more spaces that offer childcare, particularly in newer areas such as Choa Chu Kang, Punggol, and Sengkang, and also said that over 50 kindergartens of the PAP Community Foundation (PCF) were similarly turned into full-fledged childcare centers in 2018.

PM Lee also announced that the two Sparkletots centres which are located at Radin Mas and Joo Chiat are especially geared toward learning outdoors and that the center at Radin Mas also shares a site with a nursing home, mixing the different generations together.

He explained, ”This way, the young people can encourage the old ones and cheer them up, and the old people can keep an eye on the young ones and… engage with them.”/ TISG
