SINGAPORE: On Friday, Nov 3, under the draft master plan 2025, the Urban Redevelopment Authority (URA) revealed plans for inclusive and lively neighbourhoods in central SG, addressing the diverse aspirations and lifestyle needs of Singaporeans.

The initiative aims to meet the rising demand for housing while building stronger communities. The plans included 6000 homes to be built on Pearl’s Hill and Marina South and conceptual plans for Bukit Timah Turf City, the former Keppel golf course site, and Mount Pleasant.

6000 homes to be built on Pearl’s Hill

One of the standout features of the URA’s plan is the revitalization of Pearl’s Hill, marking the first introduction of new public housing to Pearl’s Hill in over 40 years.

Located in the Central Region, Pearl’s Hill will be transformed into an inclusive and community-centric neighbourhood offering a diverse mix of public and private housing. This development includes BTO flats, rental flats, condominiums, and serviced apartments, catering to an array of needs and lifestyle preferences of Singaporeans.

In a decade, approximately 6,000 new homes will be gradually developed on the hillside. The neighbourhood will seamlessly integrate with Outram Park MRT station, making daily commuting convenient for residents.

In addition, sustainable and active living will be promoted by providing public plazas and recreational spaces, creating opportunities for residents to get to know their neighbours.

The URA’s plan for Pearl’s Hill also ensures the preservation of Pearl’s Hill City Park, respecting its unique natural beauty and historical significance. By offering amenities that blend with the park’s environment, residents will enjoy the benefits of living in a lush, green space within the city.

More Housing Options in the Central Region

Apart from Pearl’s Hill, the URA actively explores more housing opportunities across various central locations, including Bukit Timah Turf City, Mount Pleasant, and the former Keppel golf course site.

Bukit Timah Turf City

Located near two MRT stations, the URA is studying the feasibility of offering a variety of housing choices, both public and private, to cater to different aspirations, preferences, and budgets. The plan places a strong emphasis on respecting the area’s heritage as a former racecourse while integrating ecological assets and green spaces for the community.

While detailed plans are still in the works, the URA’s commitment to sustainability, heritage preservation, and diverse housing options is evident in its approach to development. These new neighbourhoods will not only add housing supply but also provide residents with a vibrant and welcoming living environment.

Mr Lim Eng Hwee, CEO of URA, said, “We are committed to fulfilling the goal in the Long-Term Plan of making housing more inclusive and accessible for generations of Singaporeans. In the current review of the Master Plan, we will therefore plan for a greater variety of housing options across different parts of the island and prioritise development on brownfield sites such as Pearl’s Hill. While doing so, we will take care of the ecological and heritage significance of these areas by developing sensitively and sustainably. We welcome ideas from Singaporeans on the plans as we continue this journey to shape a liveable, inclusive and endearing home for all.”

The new neighbourhood plans will be displayed at The URA Centre until Feb 2, 2024, when the public can visit to share their feedback and sign up for guided tours with URA volunteers at go.gov.sg/mcmh.
