Cats in HDB: Singapore Government Reevaluates Pet Policy, Seeks Public Feedback Through Online Survey

The topic of allowing cats in HBD units is a longstanding discussion that now appears to have a resolution.

Member of Parliament for Nee Soon GRC Louis Ng announced on Facebook on Saturday (Sept 3) that his advocacy for allowing cats in HDB flats is headed in the right direction.

“I’ve been pushing for this for more than a quarter of my life,” said Mr. Ng, a well-known advocate for animal rights and the founder of ACRES (Animal Concerns Research and Education Society).

“Am SO SO SO glad the government is finally seriously reviewing and exploring allowing cats in HDB,” he noted.

Along with allowing feline friends into homes, the government is also considering expanding the existing pet dog licensing and microchipping scheme to include pet cats.

The government will also look into expanding the Trap-Neuter-Rehome/Release-Manage programme for free-roaming dogs to community cats.

Furthermore, new engagement and outreach programmes to promote responsible cat ownership, the adoption of cats, and responsible caregiving for community cats will be considered.

“It’s good news that so many of us have waited a long time for,” said Mr Ng.

Members of the public can share their views on the changes through an online survey from Sept 3 to Nov 2.

It aims to form and refine a framework to safeguard public health and better protect the health and welfare of Singapore’s pet and community cats.

The feedback form is available in English, Chinese, Malay and Tamil, which can be accessed here.

To date, cats in HBD are not allowed in flats as they are challenging to keep within the premises.

“They are generally difficult to contain within the flat. When allowed to roam indiscriminately, they tend to shed fur and defecate or urinate in public areas, and also make caterwauling sounds, which can inconvenience your neighbours,” said HDB on its website./TISG
