The ACRES Animal Crime Investigation Unit (ACIU) reported that in Feb 2016, they received feedback on an emaciated dog being brought for walks around the neighbourhood. ACRES (Animal Concerns Research and Education Society (Singapore)) said in its Facebook that the dog was found to be of skin and bones where the rib and hip bones were obvious at one glance and was barely managing the walk.
ACIU investigated and found the dog to match the allegations by the informant. A golf sized lump was found at the side of the rib. At the point of visit, the dog was out with the owner for close to 2 hours and no water was provided. The owner had to constantly tug the leash to get the emaciated dog going.
The authorities were alerted to investigate further. As of 4th March 2016, the case has been concluded and AVA will be taking enforcement action against the owner. The dog is currently receiving veterinary attention.
According to the Animals and Birds Act (Chapter 7) 41C – (1) Every owner of an animal –
(a) must take reasonable steps to ensure that –
(ii) the animal is provided with adequate and suitable food and water, taking into account its dietary needs;
(iii) the animal is not kept in confinement, conveyed, lifted, carried or handled in a manner or position that subjects the animal to unreasonable or unnecessary pain or suffering; and
(iv) the animal is protected from, and rapidly diagnosed of, any significant injury or disease;
