Police officer allegedly declines to file complaint by harassed elderly woman because it is too “troublesome”

Facebook user Prisci Looi has alleged that a police officer at Choa Chu Kang Neighbourhood Police Centre declined to take down a harassment complaint her mother wanted to lodge because it was reportedly too troublesome.

Looi revealed online that it all started when legal debt collectors pasted a red notice on her apartment door while she was not home on 23 Nov.

Looi’s mother, who was home alone with her 3-year-old grandson, confronted the debt collectors and told them that they’ve gotten the wrong house but the debt collectors did not pay heed to her words and instead, asked her to call the police if she was not happy.

Looi’s mother called the number on the red notice and spoke to a female employee of the collection company. When Looi’s mother said that no one in her home owes any such debt, the employee apparently insisted that red notices have been pasted on her front door before. Looi found this extremely curious since she has been living at her flat for the past 18 years.

The female employee also told Looi’s mother to go to the police if she was unhappy. Looi’s mother called the police who told her that they would not send an officer down to her unit since the harassment was not aggressive. Understanding, Looi’s mother made a trip to Choa Chu Kang Neighbourhood Police Station.

At this point, Looi had returned home and was minding her son when she decided to call the collection company herself. A female employee who spoke to Looi again asked her to go to the police. When Looi asserted that she will, the employee asked “So what do u want from me now?”

Looi reportedly responded that she does not want any employee to visit her home ever again, at which point the female employee took down her details, before confessing that her company is looking for a debtor but is unsure whether the debtor is staying on the 10th or 12th floor of the block.

This was the juncture when Looi’s mother returned home from the police station and told her that the police officer who was attending to her declined to file her complaint because it was too troublesome, since there was apparently no evidence of harassment.

Looi marched down to the station herself and was finally able to make a police report over an hour later.

Looi wrote:

“Why I am pissed off? 1. It is UNacceptable for weird people to come to my home, to accuse and frighten my Mother and 3 year old Son. 
“2. The men who came and lady who spoke to us over the phone obviously don care for the police very much. 
“3. Why do we have to go to the SAME STATION (@CCKNPS) twice within a span of 3 hours to lodge a report when we are the victims? I had to bring my Son and Mother again to make the report.”

She further tagged the Singapore Police Force on her Facebook post and appealed:

“I remembered years ago when i called 999 to report a suspected crime, the operator told me, I did the right thing because crimes should and can be prevented. But on Thursday, my experience proved otherwise. All i wanted to do was to protect my family, an old woman with a three year old who were helpless. Instead of helping, the first officer told her it was too troublesome to make a report. This is as unacceptable as legal debt collectors coming to my home ( a safe place) to accuse and harass my family. Please advise.”

On Thursday, 23rd Nov, there were two men in their late twenties who came to my home to demand payment from a legal debt collecting company.

My Mother just got home with Ethan and bumped into them at the corridor. And saw that they pasted a red notice on our door. My Mother told them that they got the wrong house, as there was no such person who lives here. They proceeded to take out a picture and claim that the woman in the picture is her and the child is my Son. They also said, if we were not happy, we can call the police which we did. My mother called the hotline on the notice and spoke to a lady, she said that they have pasted the notice on our house before (I’ve stayed here for 18yrs, nope never before). Just like the 2 men she told she to call the police lo!

My mother dialled 999 and they said bcos they were not aggressive, they won’t send anyone down (this is understandable). And told her to go to the nearest station to make a report.

By this point, I just came home. And my mother told me she was going to the station, and ask me to stay home with Ethan. While she was lodging a report I called the hotline on the notice. A lady spoke to me rudely and she told me they r legal debt collecting company, if I was not happy I should make a police report. And I told her, I will, and what they are doing is unacceptable. Coming to my house to accuse an old lady that someone in this house owes money, esp with a 3 yo there. And she said, “ so what do u want from me now?”

I told her I don want anyone to come here again. I gave the name written to her. She even asked me for my address ( obviously I din give to her). Later she confessed and said, they r looking for the debtor, they dunno if he stayed on 10 or 12 floor.

So if they dunno why is my family harassed?

To add a cherry on top of the icing, my Mother came home and told me the police din lodge the report as it’s very troublesome. There was no evidence they were harassing us. IM SERIOUS.

I had to go down to the station again and wait another 1hr just to make the same case. This other police officer say, I should make the report and send it to the debt collecting company to prove this person doesn’t stay here which we did get a report in the end.

Why I am pissed off? 
1. It is UNacceptable for weird people to come to my home, to accuse and frighten my Mother and 3 year old Son. 
2. The men who came and lady who spoke to us over the phone obviously don care for the police very much.

The second officer should easily check from his system the occupants staying in our unit, why don the first?

To all my friends, if this happens to u, remember we are pretty much on our own as u can see from my lost above. Unless they are aggressive, the police won’t do anything bcos they r legal.

  1. If it’s found to be true about the police refusal to assist the complainant file the report which I hope the relevant police post will be taking this complaint from the public seriously as I personally do find that our enforcement authority are slacking in their standards too!!!

  2. The reply from SPF would be standard reply and admit no responsibility whatsoever as they learned from the master of flipping prata. Looking at SMRT, tunnel flood sack employees and the transport minister, chief of ‘LTA and SMRT gets nothing whatsoever.

  3. What to do? The SPF is also suffering from the same type of ‘cultural issues’ that had afflicted SMRT. Some of them are addicted to ‘eating snake’ like those SMRT workers who got caught faking doing maintenance work.

  6. i encounter this before also. The police refuse to file my report of a case of voluntarily causing hurt. It was a malay police officer i hope singapore police will not become lazy like malaysia’s

  7. Some police are very lazy I ever encountered! Just this year when to file a police report about threatening case that police don’t want to put in full report for me n tell me go to the court then tell them what happen. OMG!

  8. Easy – if you had told them you are a Foreign Talent, they would have done their best to take immediate action and also to protect you from further harassment. They would even request for a minister to look into and to solve your problems.

  9. The police is declining too! The phone scam is everywhere. Previously, we have wechat scam. Then the scam escalated to even bigger scale such as police, ICA etc. What the police doing? They are just busy arresting people who are protesting against government.

  10. Not aggressive, so OK. Believe walls and pillars outside apartment unit belongs to the government. So rightly the government should take action against any one that paste anything on them because it is tantamount to defacing public properties.

  11. I have been trying to point this out to many people that our police are declining. Ever since the wechat scam, I find it very puzzling as after so many years, the police are not able to solve this case.This scam has been escalated to a higher scale. There is delivery phone scam, then we have police phone call scam. And even fake ICA website. When wechat scam started, we did not take any action. Just posted a few posters telling people to be careful. Remember the Benjamin Lim case? Because of the police poor managing of the situation that resulted the young boy committed suicide! Are the police upholding justice for people or for PAP only?

  12. Do what kind of jobs should police do? Now the rules are relaxed to make more friendly and can eat with non police at eating places. They should come forward to help residents and explain to us our rights.

  13. I will suggest

    Firstly, complain to the police SI so the the police involved can be advised/counsel so that he can be more tactful when handling similar or other situation. I understand your frustration and inconvenience and kindly also understand police works is touch and we need them for patrolling or response when in need, so that we can sleep peacefully

    Secondly, wait for police IO to advise, since no criminal force use, likely advise civil suit against the company for harassment, since they are unsure which unit to approach and how can they use lucky draw method at the expense of innocence scapegoat/victim, unprofessional even for a legal company

    • Barry Allen this is not a big issue. That policeman just need to change his altitude. We Singaporeans do not want to lose one policeman cause he may resign if harsh punishment
      We need more policeman rather than reduce them
      If you make a mistake, you will hope to have a second chance. For this case, is just a minor mistake

  14. Hey I have shifted to at new place when I went to a police post at Bedok reservoir to change my address the officer said I can’t cause my ic was in a bad shape ask me to go ica I ask why can’t u just update my address first but he refused common I’m here to update my addresss wtf

  15. These days our police are too lazy n switch off. Unlike 60s n 70s era we have to go on foot for patrol . Nowadays no more n getting good salary. In HK police still go on street patrol why here abolish. First world i doubt

So much for “…to serve and protect …” I bet if it was any grassroot leader or MP who called the police , they will send down an army of wayang officers to scene within 30 mins .Which brings me back to the Benjamin ‘s case when 5 plain clothe policemen were sent to arrest a little boy back to station makes me wonder if any VIP were involved to have triggered such exaggeration ?

  17. There are always 2 sides to the story. Since we do not know the whole story, on another note, I’ve not seen any comments that the officer could just be serving his NS and put it this way, when you’re ‘forced’ into a vocation you’re not passionate about, you know how it can be. So all those points about him being a civil servant earning bonus or sacking him or only serving PAP would be moot points ..

    And, of coz, have to walk like a big boss in pair or in threesome.

    Then wait till some one push the old lady or the 3 year old kid and they got injured or passed on like the pregnant lady who had miscarriage because debt collector pushed her?
    Why can’t the police do something first because things escalate to serious problem?
    The police office seriously need to be re-trained and action taken against the debt collector company.
    As the company syatem need to be improved. Make sure u have the right unit and do not play luck draw.

The Police are there only for change of addresses and taking down lost reports, when it comes to crimes, they are Kayu……… They rely on cameras letting the crime be committed, damage done and then arrest later. But at Geylang, crimes go on right under their cameras and nothing has been done for years. And Shanmugam shamelessly said that the Police are doing an exemplary job. Butoh!!!!!

  24. Police refused to file report because it will increased the crime rate in their area and within 7 days they must made a former report back to the victim. That is a lot of work for them as they had been short handed due to those miw idiots cutting budget

    They merely pasted a notice, just like any of those illegal flyer distributors. Besides, they are licenced money lenders, not illegal Ah Longs.

    Correct me if I am wrong, what crime had they commit?

    Now that a police report was made, there’s nothing the Police can do, isn’t it?

  26. Aaaah Police …. hahahaha laughing stock … wen to my neighbourhood police in Bukit Panjang to tell them about some cars n bikes that has modified n racing thru our street at nite .. they say it’s not our job it’s TP JOB so ask me to take the Matter up with TP ….
